You question is confusing.  The HP Stream is designed to run Windows.  So, I don't understand the reference to Android in your thread title.  You need to explain that.

 

If you're asking can you download Windows using your Android phone -- the answer is NO because Windows is over 4GB in size and I know of no Android phones that have that much memory.
