Is there a way to prevent a user of the laptop from doing a factory reset?

Sorry to hear that you are having problems ... I would like to help you.

 

(1) Open cmd.exe as Administrator and run command:

 

reagentc.exe /disable

 

Reference:

Microsoft Documentation: REAgentC command-line options

 

(2) Reboot

(3) Please report your results

Thanks very much - I've done that, then tried Recovery in Settings and it's no longer allowing reset.

 

I believe F11 will reboot the laptop to factory reset - I'd rather not try this in case it still works.
