serial number [edit]
I was resetting and the computer was shut off showing 59%.
It now attempts to restart but does not get far and attempts restarts itself.
I got the serial number and model number from my hp registration email and is about all I know.
It is windows 10.
Can this computer be connected to another computer, online, or to usb with windows 10 installer driver to bump start?
Where could I get this done, or get the stuff?

You must hit Run as instructed on MS site. Have the usb flash drive plugged in when you do this and choose to use it. The file is not going to run and overwrite your operating system. It is only capable of writing the iso to usb or saving the iso to burn to dvd later.

Hello;
Allow me to welcome you to the HP forums!
In order to do something known as a Repair-Install, in which the Windows file are overwritten but the data and apps are left intact, you have to be able to boot into Window normally and run it from there.
Since you can not, the only option available now is a Clean-Install -- which will erase the entire contents of the drive and reinstall from scratch.
If you want to do that without having HP Drivers or Apps, you can download and create Win10 Install media from Microsoft using this link: Windows 10 download
But, if you want do do that and have HP Drivers and Apps, you have to use this link to order HP Recovery Media: HP PCs - Obtaining HP Recovery Discs or an HP USB Recovery Drive | HP® Customer Support
Either way, when you have the USB stick, you boot from that do do the Windows reinstallation.

You can use the free Media Creation Tool at Microsoft to create a Windows 10 install on usb flash drive. Boot from it and try to reinstall Windows:

Great news and thanks for the fast responses.
I see on the hp create site they say I need a license.
The computer came with windows 10 so can I use my serial number to get download started?
I'll have to stall until I get a new usb flash drive to use

Your license key is embedded in BIOS and should be retrieved automatically during or after the install. If asked for a key just choose Skip or whatever option to move past that screen. It will activate once you connect to internet.

I'll let you know if this hillbilly can pull this off
For obvious reasons I am using another computer to download to the usb.
I'm assuming once I reset my frozen with windows 10 using this usb and login to the internet it will update and find the right license or such.

Yes, it should find your key and activate automatically. Just boot from the usb flash drive and choose Install. To boot from the usb- insert it into a port on the laptop. Press the power button to turn on and immediately start tapping the Esc key. This will open a menu where F9 Boot options is a choice. Tap F9, use the arrow key to move down and highlight/select usb. Tap Enter key.

Well I got me a brand new sandisk usb wooohoo
I went to the hp site and downloaded the media to this computer then moved it to the usb.
I plugged the usb in the frozen and hit the power and same story, it would boot up to 64 percent then restart itself over. So I turned it off then on hammering the esc button, nothing happened. Then I hammered the esc button and delete button together over and over and over till the gerbals laughed and dang if it didn't give me a blue screen of choices.
None of which are to boot from usb to I need to choose something.
One of the choices was boot option menu so I chose that; F9
Now I have two choices OS boot manager uefi with some numbers
boot from efi file
Other options included F11 recovery, and a BIOS option.
I'm at the mercy of help as I don't know what to peck at next.
The usb is still in it as I don't want to unsafely unhook.
What ya think?

Your usb doesn't seem bootable. I'm a little puzzled about 2 things in your statement-
1-I went to the hp site- supposed to be at Microsoft site
2-and downloaded the media to this computer then moved it to the usb. The media creation tool will create the bootable flash drive for you. You don't just move the iso to the usb.
Did you you click on "Download tool now" here?
https://www.microsoft.com/en-us/software-download/windows10
- Select Download tool now, and select Run. You need to be an administrator to run this tool.
- If you agree to the license terms, select Accept.
- On the What do you want to do? page, select Create installation media for another PC, and then select Next.
Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. you would choose Windows Home Prem 64bit.
- Select which media you want to use:
- USB flash drive. Attach a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.
- ISO file. Save an ISO file to your PC, which you can use to create a DVD. After the file is downloaded, you can go to location where the file is saved, or select Open DVD burner, and follow the instructions to burn the file to a DVD.

Ok I meant MS.
I downloaded the media to my computer as it was the only option and then copied it to the usb.
I never ran it so.....I didn't see those choices.
I was afraid if I hit run it would replace the OS on this computer.
I will redo that and retry.
