Can a Pavillion 17 Notebook be upgraded from Windows 8.1 to Windows 10? I tried to upgrade using "Windows10Upgrade9252.exe", but it just says "This app can't run on your PC". I believe the Pavllion 17 meets all the requirements for Windows 10.

Hi:
Your notebook should be able to run W10, but you may have issues with the Ralink RT3290LE 802.11b/g/n 1x1 Wi-Fi and Bluetooth 4.0 combination adapter it has.
The card is prone to completely disappearing from the device manager and there is no fix other than to replace the Wi-Fi card with a different model.
If you run into any issues with that, let me know and I will give you two suggestions for a better Wi-Fi card to install.
Here's how you can upgrade to W10:
Make a bootable W10 USB installation flash drive with the media creation tool from the link below.
Download Windows 10 (microsoft.com)
It will be easier to do this if you have a PC running W10 or W11 because on W7 or W8.1 you need to make some registry changes in order for the media creation tool to work. See this link if you only have your PC to use.
Have your PC running and at the Windows desktop.
After you create the bootable W10 installation flash drive, plug it into your PC's USB port.
Do not boot from the flash drive.
Open the flash drive in Windows Explorer.
You will see a list of files on the flash drive.
Double click to run the Setup application to begin the upgrade process to W10.
You have 10 days to go back to W8.1 in case things don't work as well on W10 for any reason.

Thanks. Is that something I could do, without having to do any soldering or desoldering? I've done simple things like adding memory, replacing the HDD with a SSD, etc. But if it requires something more complex that plugging and unplugging things, I'd probably want a technician to do it.

You're very welcome.
You can easily revert back to W8.1 within the 10-day grace period.
See the 3rd link I posted for that info.
Replacing the Wi-Fi card in your notebook is a relatively easy thing to do.
Shouldn't take more than 5 minutes.
See chapter 4 of the service manual for the Wi-Fi card removal and replacement procedure.
Recommended upgrades:
Dual band AC:
Broadcom BCM4352 802.11ac 2x2 Wi-Fi + Bluetooth 4.0 combo HP part # 724935-001
Dual band N:
Broadcom BCM943228HMB 802.11 a/b/g/n 2x2 Wi-Fi + Bluetooth 4.0 combo HP part # 730668-001
You should be able to find either model card for sale on eBat.
Search by the HP part number, not the model of the Wi-Fi card.

Got the following error message when I tried to run the setup program:
"The program can't start because WDSUTIL.dll is missing from your computer. Try reinstalling the program to fix this problem."
I'm pretty sure I never deleted it myself. Where can I find a copy of it?

What program?
The Media creation tool, or the W10 setup application in the USB flash drive you create with the media creation tool?

The W10 setup on the USB stick. I found that page myself by googling for "WDSUTIL.dll", but so far, none of the suggestions are working. I found about 8 files by that name by searching in Windows Explorer, all with different dates and sizes. But none were found in the Windows registry, so "Method 1" was a non-starter. "Method 2" sounds like BS to me, but I'll try it if "Method 3" doesn't work.

Unfortunately, I don't have any other suggestions to fix the problem, because I have never encountered that one before.
I have used that method myself to upgrade to W10 on many desktop and notebook PC's and it worked the first time without a problem.
Your only other option would be to clean install W10 and activate it with the W8 product key in your notebook's BIOS but that runs the risk if the clean install fails, you are up the creek without a paddle unless you have made a recovery image.
Then you also have to reinstall all of your programs and files with a clean install of W10.

Do you know which directory the missing file should be in? Like I said, I found 8 files by that name, with different dates and sizes, but presumably none of them are in the correct directory. If I knew where the file was supposed to be, I could copy the latest version there to see if it worked.
