Can I install windows 11 on hp dw1540nia intel celeron n4120 and how good is intel n4120 with games

If your CPU is not listed then compare your CPU to the one recommend.
For example, if the game recommends Q6600 then

note that some games require a dedicated GPU and others can use the GPU built into the CPU like your n4120
