@Naosan, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
The message you're seeing on your HP Notebook"The sign-in option is disabled because of failed sign-in attempts or repeated shutdowns" — usually appears when Windows has temporarily locked your account for security reasons.

Here’s how to fix it:

Option 1: Wait It Out

  • Sometimes Windows will unlock the sign-in option after a short period (usually 30 seconds to a few minutes).
  • Just wait on the sign-in screen without turning off the laptop.

Option 2: Restart into Safe Mode

If waiting doesn’t work, try entering Safe Mode, which may bypass the issue:

Step-by-step:

  1. On the sign-in screen, click the Power icon in the lower-right corner.
  2. Hold Shift on your keyboard and click Restart.
  3. Your PC will reboot into a blue recovery screen.
  4. Go to:
Troubleshoot > Advanced options > Startup Settings > Restart
  5. After restart, choose 4 or F4 to enter Safe Mode.
  6. Once in Safe Mode, try signing in.

Option 3: Use Another Account (if available)

  • If you have another user account with administrator access, sign in to that.
  • From there, go to Settings > Accounts > Sign-in options to reset security settings.

Option 4: Use Recovery Options (if you can't sign in at all)

Use “Advanced Startup”

  1. On the sign-in screen, click Power > Restart while holding Shift.
  2. Go to:
    Troubleshoot > Advanced options
  3. From here, you can:
  4. Use System Restore if a restore point exists
  5. Try Startup Repair
  6. Access Command Prompt to enable the built-in Administrator account.

Option 5: Enable Administrator Account via Command Prompt

If you're comfortable with commands:

  • From the Advanced Options > Command Prompt, type:
    net user administrator /active:yes

  • Restart your computer.
  • Sign in as Administrator, then fix or reset your locked account.

Last Resort: Reset Your PC

If nothing works:

Go to Troubleshoot > Reset this PC from recovery.

Choose:

  • Keep my files (recommended)
  • Or Remove everything if you're okay with a full reset.

I hope this helps.

Take care and have a good day.
