I'm trying to factory reset a HP pavillion dv4 media smart laptop and I'm trying to factory reset it because I don't know the password so i chose trouble shoot after getting the blue menu up. And instead of being able to select reset pc it's only option is startup settings. PLEASE HELP!

You can't do a factory reset without knowing the password -- so all your efforts were a waste of time. That is not a way to bypass the password.
Why don't you know the password to your laptop?

I've not run into a situation where an HP laptop allowed you to do a Factor\y Reset without asking for a password.
