I put a new solid state hard drive in this laptop and am trying to get it to boot off a usb memory stick which has a Windows 10 install system on it. I've reset the UEFI boot order to be USB first but the the OS boot Manager still has a little arrow next to it no matter which order it's in. Anybody have any ideas?

Can you select the USB flash drive when selecting the F9 boot options menu instead of the F10 setup option?
If not, go into the BIOS, enable legacy mode/disable secure boot and see if the USB flash drive shows up under the F9 boot options legacy boot devices list.

Thanks Paul. I've tried everything you advised and still come up with the error message to install an OS on my hard drive. I suspect the USB flash drive may not be set up properly so I'll investigate that. If that doesn't work, I'll burn an ISO DVD and try that. One question: I have the Legacy boot order as 1. USB diskette on Key/USB Hard Disk and 2. USB CD/DVD ROM drive. I'm not sure I understand option 1 as to what the Key is. Could you please explain? And thanks for your help.

The USB diskette on key/USB Hard drive is just a fancy name for a USB flash drive.
Some USB flash drives have holes in them to put on a key ring. Maybe that is why they are called that.
Do you have a 32 GB USB diskette on key? 😊
If so, I would see if you can make a bootable recovery drive using the HP cloud recovery tool, that will reinstall W10, the drivers and the software that originally came with your notebook.
