I'm trying to do fresh install but it won't boot it kept stuck on this screen(as attach file)
new ssd drive
running fine on the windows that came with it but never be able to perform fresh install

You said it's a new SSD -- so it's blank?
Is THAT what the PC is trying to boot from?
How were you planning on getting Windows onto a blank SSD?

sorry for not being clear with the info in question
here what I already did
the computer had SSD with windows 10 on it and it work fine.
I want to upgrade to windows 10 2004
1.update from current system failed.
2.try to reset the windows many time failed.
3.try to clean install the computer won't boot stuck at the screen from the main post
4.installed windows 10 2004 on another HP computer and bring the hard drive across won't boot and keep restart after the windows logo
5.I did all the basic that I can think of at this moment.
