Hi, a friend gave me her Stream laptop for tons of bloatware and viruses. I started the normal Windows formatting process but after diskpart It gave me error. After a restart it wont let me boot from USB again.
What can i do???

By the way, I use the same Stream and I am posting this from it now.
You don't need to perform any of these steps you mention above. It's not necessary. Windows installation process can do it with a graphical interface (semi-automatically).
Here is how to delete/format the partitions and clean install Windows 10
Windows reinstallation / clean installation :
- You can/should directly download Windows 10 ISO from Microsoft site or download >> Media creation tool from Microsoft site, create installation USB and proceed with clean installation/reinstallation.
Download:
>> https://www.microsoft.com/en-us/software-download/windows10ISO
Make sure you select the proper version if asked (64 bit / Home)
Media Creation tool will always provide you with the latest Windows version/build - now 1709 Fall Creators Update.
- When download completes, you will need to write the ISO image and boot from a bootable media. You will need a blank USB pendrive (min 4 GB capacity). Use the Media Creation tool.
When ready with the USB drive:
Please, shutdown the computer using the power button.
Insert the Windows USB thumdrive prepared previously
Power on the PC.
As soon as you press the power-on button, immediately start hitting the Esc button repeatedly (like tap-tap-tap).
This should open a HP Startup Menu
Choose F9 to open Boot options. Select the USB thumb drive as a boot option.
- Follow the on-screen instructions to install Windows 10. Perform clean installation/custom installation (not repair).
Format/Delete all existing partitions using the graphical options present and install Windows on Disc 0 Unallocated space
- After successful Windows installation:
* Make sure Windows is Activated by going to Start > Settings > Update & Security > Windows Activation
* Update Windows 10 from Start -> Update&Security -> Windows Update - this will update WIndows and will also install all the missing drivers.
The device (HP Stream) may be slow during the Windows update and before all drivers are installed by Windows.
- You may wish to stop some of the Windows Telemetry by using free tools such as Spybot AntiBeacon or DWS Lite

Please, provide some clarifications:
- What did you use to perform the format ? Perhaps a wrong command was used ?
- I suppose you plan to reinstall Windows, not just format the storage drive - is it true ?
- Which Windows version you use or plan to use ?
