You could run the DISM and SFC commands to restore files. To use DISM,
1. On the search bar, type cmd and right click on Command Prompt and click Run as Administrator.
2. In the command prompt, type the command DISM /Online /Cleanup-Image /RestoreHealth and hit enter.
3. Wait for the repair process to complete.
Next, to run SFC go to command prompt in administrator mode again.
1. On the search bar, type cmd and right click on Command Prompt and click Run as Administrator.
2. In the command prompt, type the command sfc/scannow.
3. Wait for the repair process to complete.
After running DISM and SFC, restart your computer. If it still doesn't work, move on to the next section.
- Click on the Start button, then click on Settings. It's the little cog icon on the left of the Start menu.
- On the Settings dashboard, click on Update & Security.
- On the new Window, click Recovery on the left navigation bar.
- Now, under Advanced startup, click on Restart now.
- Your computer will boot into a blue screen with various options.
- Here, click on Troubleshoot > Advanced options > Startup Repair.
- Choose the user account, enter the password, and click on Continue to begin Startup Repair.
After completing the startup repair, try going into safe mode again. If it still continues, we may have to clear the CMOS. This can be done by going into the BIOS Menu in some computers. Some BIOS don't have this option, so you may need to open the computer up and reseat the CMOS battery. To clear the CMOS in the BIOS:
- Click on the Start button and open Settings.
- Navigate to Update & Security > Recovery.
- Under Advanced Startup, click on Restart now.
- Your computer will reboot into the same blue screen mentioned earlier.
- Now, go to Troubleshoot > Advanced options > UEFI Firmware Settings.
- Click on Restart.
- Your computer will reboot into the BIOS menu.
- Here, look for options such as reset to default, default settings, etc. The option's name will differ across manufacturers.
- Once you've reset your BIOS to its default settings, reboot your computer.
