Hello LesterBacani

To clarify, Windows can connect to the internet but cannot download? You mean it wont download files or wont load web pages? Can other devices download from your network?

Is that the only issue?

If Your connecting to the internet, then obviously Windows is there or you would not be able to run it.

There could be many reasons the browser wont download and a Google search will bring up all sorts of things to try to fix it. Search example...

If you are seeking to simply reinstall Windows 10 but the HP recovery drive is not accessible, you can clean install Windows 10 via the Microsoft Media Creation Tool and an empty USB thumb drive.

You will need to use another computer running Windows 8 or 10, that can connect to the internet. Download and install the tool on that PC. Then create the USB installer from there.

Create media Windows 10

Don't worry about entering an activation key during install. Windows would reactivate when it searches for updates the first time.

Before you reinstall, I would try running the HP Diagnostics Tool first. If there are any hardware issues, it will hopefully discover them.

HP How to use Diagnostics

When you first turn on the laptop, rapidly tap the F2 key to boot up the tool.

Go to Component Tests.

Run the Hard Drive test (quick test and if needed, the extensive test) and the Wireless Module test.

Let me know if you need further assistance.
