When I boot normally I get to the screen with the HP logo and the spinning dots.  The dots keep spinning.

I ran diagnostics on everything.  I ran the quick tests and the long tests.  Everything passed.

If I try to do Automatic Repair I get the the black screen with the HP logo.  It says 'Preparing Automatic Repair'.  The dots keep spinning.

I tried to boot off of a  known bootable USB drive.  The notebook seemed to access the USB drive to boot (the light on the USB drive flashed).  The computer did not boot.

I tried to boot off of a known bootable CD.  It did not boot.

Does anyone have any suggestions?

The HP Logo is contained in the firmware of the motherboard so displaying it does not require using the hard drive extensively. But, if your PC boot process does not get beyond that, this could be an indication that the hard drive has died -- as it then would not be able to find or load the Windows boot files.

The error message indicates that the Windows file system has become corrupted -- and in my experience, that Automatic Repair almost always fails -- because it can not fix serious file system issues.

I don't know WHY you can't boot -- as the issue is generally that the PC does not "see" the boot drive -- but yours apparently does, and still does not boot.  What is actually happening during the boot attempts?

If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024

If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu -- that will look similar to the image below
HP Startup Menu.jpg
3) press the Function key for testing the hard drive (usually F2) and let it run.
