Every time I want to shut down my computer I have to press and hold the button physically even when I click on restart the same thing happens. How do I fix this without a clean install?

You shouldn't be having to reinstall Windows at all, and with a laptop this new, you should be contacting HP to get it serviced under the warranty,

Modern laptops do not shut down when you try to power them off; instead, they go into a form of hybrid sleep -- which consumes battery power and generates heat.  Folks have reported their laptops burning up because they put them into a bag -- believing the laptop had powered off.

 

If you hold the power button for a while, rather than quickly pressing it, that is forcing the laptop to actually shut down.

 

Sounds like you have a sleep issue, so to address this, you need to into Control Panel (not Settings) and change the Power options to Shut Down the laptop when you press the power button.

I'm having to press the button on the laptop to stop it from spinning. When I first started using it it did not do this. But now it does it everytime I want it to shutdow or restart. I also have other problems with this laptop. I have reinstalled windows 3 time now and reset windows 3 times . I just plain tired of all the problems. There are time when it said this computer has run into a problem and has to restart. This computer is not even a year old and it acts like it is 10 years old.
