When I upgrade to Windows 10 v.1903, there are multiple issues: low resolution, slow response, booting to a black screen. All drivers are up-to-date.

The issue was with buggy Radeon drivers. I ran AMD Clean uninstall, that helped. Now, my display drivers are 2015 year old, though.

HPSA will automatically search for all the latest drivers for your Notebook

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.
Also, ensure Windows is up to date.
Select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available.
Additionally, perform a hardware diagnostics test. Follow the steps below:
- Shut down the Notebook completely
- Turn it back on, then tap the Esc key repeatedly until the Startup menu screen is displayed.
- Press F2 to select System Diagnostics.
- Click System Tests.

Good day. As I stated in the original message, all drivers are up-to-date, I ran Windows update, HP Support Assistant and checked HP web-site for updates.
I have just run System Tests as you suggested--passed all tests.

Let's try a System Restore to an earlier time before the issue started and check if that makes a difference.

Low resolution might be fixed by changing the resolution to a higher one (Right-click on the desktop and choose "Display Settings" and then go to "Resolution" and select the highest recommended setting)

All things constant, the slow response could be caused by insufficient memory (RAM) on your system. If you could clarify, when does the black screen appear? During startup or when you reach the desktop. If it's during startup, you might just fix the issue by fixing startup issues, else, a black desktop screen means your copy of Windows is not licensed. Most probably this could be due to you having installed a beta version of Windows obtained through Windows Insider.
