When you first set up the account,
If you select the default method to sign-in with a Microsoft account,
Windows chooses the account folder name.
True - it may not be the same as expected.
True - changing the folder name is not possible "after the fact" (at the least, doing so is difficult and convoluted)
If you want to control the folder name of the account,
When you are first creating the account, create the account as a "local account" - that is, Not a Microsoft Account.
Create the new account as a Local account.
Select the user name for the account as allowed when setting up the account.
AFTER the local account is created,
Sign into the Local Account
Make sure it is an administrator account type
Change the Sign-in option to use your Microsoft Account.
The folder name -- the "top level" account folder -- will not change and will stay as you originally created it.

You are welcome.
As long as both original and new accounts include administrative privilege, you can copy files and folders from the old account hierarchy to the new account.
Best not use "Move" unless you are cramped for disk space.
If Copy fails, you have your original files / folders.
If Move fails, you can lose the original data.
What does not generally work using this simple copy method is installing software that is dependent on the local account.
For example,
Data in the AppData hierarchy is not generally copied from one account to another (and is not useful in this context).
If you have an HP Printer and if you have installed HP Smart, you will need to open HP Smart and "add printer" to set up the application with your "new" account.
Copy your files and folder data over from the old account to the new local account.
After you have what you want, consider deleting the old account and then changing the sign-in option to Microsoft account on the "new account".
