I have tried so many things at this point. I have checked every account that I have access to and checked for recovery keys, cannot find any, even in the account I am logged into on the laptop. I’ve tried disabling and re enabling secure boot and clearing all secure boot keys and loading default HP keys. I have tried things in the command prompt. I have tried resetting the PC and just deleting everything but not even that works, it just tells me there was a problem resetting the PC. I cannot get around the recovery key screen no matter what I do.

Recovery Key is usually the BitLocker key -- as HP preloaded BitLocker on most of its laptops.
Bitlocker keys are unique to each and every PC, and HP has no records of the individual keys, so there is nothing we can provide you.
Since you apparently did not use the Bitlocker Management function to export your key, the following is all you can try at this point:
The application Disk Internals Linux Reader - Pro version -- claims to be able to mount and read BitLocker encrypted drives. But you would have to pay the $30 (USD) and buy the Pro version to see if that works. The free version does not provide that support5.
