I created a Windows installer with Windows Recovery Tools, and one with Rufus in GPT mode, but they won't boot on this laptop. 
Secure boot is off.

There is no legacy boot mode in bios.

Bios is the latest version.

Tried to use the 2025 CA certificates option in Rufus, and in BIOS with no success.

 

It can boot and install Linux successfully.

 

I get this error no matter what I try:

You should be able to use the HP cloud recovery client utility to create a bootable USB recovery drive to install W10.

Downloaded this tool, created a recovery USB. Trying to boot from it but it goes back to the boot menu straight away. 

Selecting the boot from file option and selecting the EFI file does the same thing. The Rufus made Windows installer at least shows the error screen. This does nothing.

 

The recovery boots properly on a different laptop.
