I'm trying to reset the PC so I can give it to a family member who needs it. It keeps telling me that I need an additional 694 MB of free disk space. It lists 3 options to do so: Run Disk Cleanup, Copy Files to an external device or delete them, and uninstall programs. I've done all these things, plus a few suggestions that I'd found on forums but I still can't free up enough space. This laptop is pretty much empty, I have nothing left that I'm able to delete. How can I get that free space?

You simply might not be able to -- if it is one of the netbooks that has only 32GB of disk space to begin with.
Here are some things you can do to recover some of the disk space:

Also, the community Win10 Forums has the following suggestions:

Finally, there is a freeware app known as Wise Disk Cleaner. I use it every day to get rid of junk files: https://www.wisecleaner.com/wise-disk-cleaner.html
Here's a tutorial I wrote on preparing a laptop- for resale: https://h30434.www3.hp.com/t5/Notebooks-Knowledge-Base/Preparing-a-used-HP-notebook-for-resale/ta-p/...
Good Luck
