I bought a laptop from a reseller auction site called bidrl, which gets its products from Amazon returns. The laptop is only 5 months old and was listed as damaged because the laptop cable would not plug in to charge the batter. I inspected it before I purchased and was able to fix the problem easily after noticing that the pin in the plug was just slightly bent. 

I powered up the laptop and now it loads up to the login screen and the previous owner never logged out. There is no option to change users so that I could login to my Microsoft account, so I attempted to try and reboot to the system recover screen. When I get there and I try and do the factory reset option it asks for a key before I can proceed. What do I do??

The key it is asking for is the password the previous owner set.  If they are unwilling to provide this to you, which I suspect will be the case, you will not be able to do a reset.

 

Instead, you would have to do a complete reinstall of Windows using a USB 32GB stick that you have created on your own using the HP Cloud Recovery tool:
