All EliteBook notebooks made in the last 7 years or so should be supported by the HP cloud recovery client utility which you can use to create a bootable USB recovery drive to reinstall Windows, the drivers and the software that originally came with the notebook.
Here is an info link for how to use the utility.

Pay particular attention for how to automatically install the drivers.
You will need a 32 GB USB flash drive and another Windows PC to create the recovery media with.
You will also need your notebook's serial number.
