I bought this used hp elitebook, tried to start it but I cant go pass where its asking me to log into Microsoft with my school or work user details

If you don't want to log in with a Microsoft account, work or school account, see this link for how to setup a local account.

This will work whether or not you have an internet connection.

Trying to create a Windows 11 bootable USB using Rufus and Ventoy but seems impossible. Rufus not recognising my USB, while Ventoy showing error message while trying to download to the  usb

All EliteBook notebooks made in the last 7 years or so should be supported by the HP cloud recovery client utility which you can use to create a bootable USB recovery drive to reinstall Windows, the drivers and the software that originally came with the notebook.

Pay particular attention for how to automatically install the drivers.

You will need a 32 GB USB flash drive and another Windows PC to create the recovery media with.

You will also need your notebook's serial number.
