I created a windows recovery media using the windows tool for it, saved it on a usb flashdrive, i changed bios to disable secure boot and even tried manually selecting the usb flashdrive to uefi boot but it always sends me to the keyboard language layout selection, then to recover or troubleshooting. It never gives me the option to install windows, just to recover (with or without files) with keeping files failing at 3% and without files keeps failing at 50%. Repair start also fails, so do system image and restore point and all of them.
Im supposed to be getting the windows install setup? Because what I get booting with the usb is pretty much this:

Instead of continue it says recover from unit, keep or delete files(both fail). Shouldnt i be getting the install setup? Or shouldnt it let me recover the system either with or without the files?

You may be able to start the Windows installation manually in the Windows Recovery Environment (Win RE).
See the screenshot below. when I run setup.exe in command prompt, it displays the Windows installation screen. Clicking on "Install now" starts the Windows installation.
If you want to try this, I need to know your disk/volume configurations so I can provide you command lines to execute. Here're what you need to do:
1. From the "Choose an option" screen (see your 2nd screenshot) go to Troubleshoot then Command Prompt.
2. At the X:\Sources prompt, type diskpart and click the Enter key.
3. Type list disk and click Enter.
4. Type list volume and click Enter.
