Chromebook x360 11-ae131nr

Chromebook won't fully turn on. The power light on the left side is blinking white. Attempted to do a hard reset by pressing Power + Refresh, but that doesn't do anything, the blinking persists.

 

I'm able to press Power+Esc+Refresh to get to ChromeOS recovery mode. When I attempt to create the recovery media on a USB thumb drive (14gb, so it's got plenty of room), the model number is not recognized (I'm typing in the model from the bottom OS recovery screen - starts wtih SNAPPY...). I've attempted to create a recovery media using the product information, which has only two options  (HP Chromebook x360 11 G1 EE/HP Chromebook x360 11 G2 EE). Create recovery media for BOTH versions and neither one works when I plug it into the Chromebook.

 

Is there something I'm missing?

UPDATE - After three attempts (not sure what made the third try different), I was finally able to get the recovery thumb drive to work on the Chromebook. Pressed Power + Esc + Refresh, was able to load the recovery, had finished the recovery process, but after the recovery shut down, the light on the left side of the Chromebook went back to blinking white, just like it had done before. So while I was able to run the OS recovery, it didn't do any good with regards to fixing the problem.
