Operating System: Chrome OS

We have a chromebook that is stuck on Installing Critical Update and the screen keeps flashing on and off.  I have followed the recover steps with a USB restore.  The restore is 'successful', yet when I reboot my Critical Update flashing screen is back!  Help?  I have seen that this question has been raised before, however no solution other than what I've already tried has been offered.

HP Chromebook 14 G5 is the device.
