Operating System: Microsoft Windows 10 (64-bit)

I've done many cloud recoveries, always using the same 32GB USB flash drive.  Fot the latest laptop, as usual, I loaded up a virgin copy of Windows 10, installed HP Cloud Recovery, then let it detect my laptop and make the drive.  However, this time, it booted the stick and gave this error message:

I thought it might be a BIOS setting so set to defaults andeven reset the Secure Boot settings but nothing lets it boot.  My system information is here:

Can anyone please help me out?
