Will this HP Pavillion 15 run Windows 10? Should I expect a degradation in performance from Windows 8.1?

Hi:
HP has W10 drivers for your notebook, so it was supported for W10.

However, HP has not tested your notebook on the latest build of W10.

Whether or not your notebook will perform better or worse on W10 is anybody's guess.
The only way to find out would be to take the free upgrade to W10 and see how it works.
If it doesn't work right, you have 10 days to easily go back to W8.1.
You can update to W10 by making a W10 USB installation flash drive with the media creation tool from the link below.

After the installation media is created, do not boot from it.
Open the file contents of the flash drive in Windows Explorer and double click to run the setup file you see there.
Then the upgrade process to W10 will begin.
Before upgrading to W10, I recommend that you make a system image of your current W8.1 installation prior to updating to W10, so you can easily reinstall W8.1 beyond the 10-day period or if the upgrade fails and you can't return to W8.1. I
used the free Macrium Reflect software to do that, under the Backup at Home section.
Along with the system image, make sure you create the bootable DVD or USB rescue drive you boot from to access the system image stored on your portable hard drive.
