Operating System: Microsoft Windows 10 (64-bit)

An HP laptop 17-by0xxx 

Went blind and never used it. First tech used passwords and didn’t save them for me. Second tech was supposed to make the laptop able to be used - set passwords and died before finishing or recording passwords. Now I can’t get windows to boot. The pc boots to a screen “choose an option” and I can’t go further. Please help.

In that case it is not permitted to post instructions about locked password, bios password, windows password cause security measures.

According to the Community's Rules of Participation:
