I was having login issues with my new computer and i asked someone for help and they system wipe the computer. Now it says “Boot device not found. Please install an operating system in your hard disk.” When i contacted HP support they told me they couldn’t help me because the system is not on there, which is why i contacted HP support.

You can reinstall W11 by making a bootable USB installation flash drive with the Microsoft media creation tool from the link below:
After W11 has completed installing, you can install the drivers and available software from your notebook's support page:

A friend of mine has the USB with windows 10, he said when trying to download the usb on my laptop, it didnt pop anything up like it did for his own laptop, so he was unable to download windows 10. How do i troubleshoot this?

I have no idea what you mean by ' trying to download the usb on my laptop.'
You don't download anything onto your notebook.
You have to boot from the USB flash drive in order to reinstall Windows.
To do that, you plug the flash drive into the notebook's USB port.
Turn on or restart the PC.
Immediately tap the ESC key to get the menu of options.
Select the F9 boot options menu and from that, select the USB flash drive and press the Enter key.
The PC should boot from the USB flash drive and begin to load the Windows setup installation files.
Then you go on from there.
