My computer keeping looping back in attempt to update, continuously. I can't get it to boot to safe mode using F8 at startup, but not sure if it is because I have a bit locker enabled.  I got a new computer but I need the files off of the old one. Any suggestions?

See this link for how to boot W10 into safe mode:

 

I believe you will have to use the last set of steps where you turn the power button on and off 3 times.
