I have searched every nook and cranny about fixing this error and nothing works, as its not a browser issue but a computer and there's something not communicating within my laptop.
I only have Windows Defender as security right now because i can't go to any web page to download what i usually have.
This is where you come in. Please help, my laptop is used for work and i can't get into the website. I am pretty tech savvy but this always confuses me and is a simple fix but i just can't wrap my brain around it.

The system may actually be "open". After a factory reset, I would not expect this to be the case; nonetheless, it is worth a quick check.
Check / Adjust your security / sharing settings.
Control Panel > icon view > Network and Sharing >
Change advanced sharing settings >
Under Private" (home / work) > Network Discovery
Click (select) Turn on network discovery
Check box Turn on automatic setup of network connected devices
Under Private" (home / work) > Printer Discovery
Click (select) Turn on file and printer sharing
Under Private" (home / work) > HomeGroup connections
Click (select) Allow Windows to manage homegroup connections (recommended)
Under Guest or Public >
Switch OFF Network discovery
Switch OFF Printing file and printer sharing
Uner All Networks >
Enable 128-bit encryption
Turn on password protected sharing

open network and sharing center
On the left side- click on:
change advanced sharing settings.
click on home or work.
go through and check "turn off" for the first three questions.
turn on password.
Your computer connection was wide open!!!!

Yes, if the basics check out, then the underlying cause of the issue lies elsewhere.
Most of the articles I have found on the subject point to a limited number of potential error conditions.
Conditions that cause this error appear to include (and may not be limited to):
- Incorrect Time / Date on computer
- Settings on PC that allow "too much access"
- Chrome cache / cookies that need to be removed (flushed)
- Troublesome extension in Chrome (that is not compatible / up-to-date / incorrectly loaded)
- Anti-virus (security) software that blocks / hinders browser webpage handling
- Chrome tasks (see Taskmanager) that will not die when Chrome is terminated

Unless you have done something out of the ordinary, it is unlikely your Registry is at fault -- possible, of course, just not likely in context. Keep this in mind when you look for solutions.
Which solution works depends on what is going on in your setup / situation.
Take the time to read more on the subject and then decide on a course of action.
I strongly advise that you have your system (at least your personal files) backed up before you make any changes.

The issue is not with any browsers at all, so the information you are giving to those having the connection/privacy errors has nothing to do with Chrome or whatever browser at all. It has to do with the certificates that are on computer. After I followed the suggestion about the certificates, all my browsers now work and do not throw me errors at all. Edge, IE, Chrome and Firefox all work like they are supposed to, and my laptop communicates like it's supposed to in determining the certificates.
