SAME PROBLEM HERE!!  Recovery disks cost me $30 and I bought another harddrive because I figured the original Toshiba 750 HD was somehow bad.  Now the new Western Digital is failing the copy process at 14% when copying the \PRELOAD\BASE19.SWM from Disk 1.  Even tried loading it using an external DVD burner when the internal DVD failed the copy process!  This is on an HP Pavilion g7 1310us Win7 laptop.

Sorry about your troubles and sorry that you paid HP for those worthless recovery disks (you are not alone, I did as well).  But, don't bother calling their call center, you will just get more worthless disks.  They have a bad image and for some reason refuse to believe it when they are told over and over and over - but why would they care?  they got our cash already.

 

You will need to download the Windows OS ISO from Microsoft and burn on to a DVD.  You will atleast be able to get your machine working again.  On the bottom of your machine is a product key for Windows and it will also tell you which version you have.  Once you know the Windows version, you can find download links at http://www.techverse.net/download-windows-7-iso-x86-x64-microsofts-official-servers/

09/17/14 - I have the same problem. Shame on you HP, this has been going on for years! The factory recovery media I purchased directly from HP at cost of over $40 is bad. It consistently fails:
Reducer
Copy file fails
From: 😧 /preloadbase/base.wim
To: C:/rm/image/base.wim

Wanted to add my experience to the thread.

 

Hard drive failed in a g6 notebook. Replaced the hard drive and ordered the recovery discs to have a complete windows 7 and drivers installation. Got the error "Copy File Failed." In my case it was BASE10.WSM from disc 2. I tested disc 2 by putting it in another computer and tried to copy BASE10.WSM. Got an error there also.

 

Here's the good news. While waiting six days for the second set of recovery discs, I found an iso of my windows version. I installed windows, HP drivers, and windows updates. With the new hard drive fully restored, I made a ghost copy of the g6 and placed it on an external hard drive.

 

When the second set of recovery disks arrived, I started the recovery manager for the second time and got exactly the same file copy error on BASE10.WSM. No worries. I put my ghost image back on the g6 and I am up and running again.

 

Two sets of HP recovery discs. Both defective. Now, can I get HP to refund my money?

Same here. 2 sets of recovery disks and still file copy error on file number 10. YES! REFUND! Calling them now.

Have the same issue mine stops at 23% with base26.swm . have tried three harddrives and all have the same outcome.

HP is useless to try for help .
