I bought it a couple of months ago and I tried reinstalling windows and reseting the pc but it didnt fix the issue.

So it is a compatibility problem, or an hardware problem.. If bought previous November you have probably a previous version of Windows (1903 for exemple). 

 

The best option execute an hardware test in your computer. For this, restart your computer by tapping F2 when it is been down for restart. You come in HP Hardware Diagnostic Interface and can execute all tests. If you have a fail please tell us.
