Hello, from last couple of weeks my HP NOTEBOOK is taking quite long to getting start and coming at lock screen. What should I do now to resolve the issue?

Would help to know both the model number and AGE of your PC -- you've given us nothing to work with.
This delay, is it the entire time from powering on to getting to the desktop? Is it only until entering the logon info and the speed is OK after that? Is it OK to the login info but slow only AFTER that?
You said "coming at lock screen". Do you mean when the login screen is displayed for the first time? OR do you mean when it is displayed again after the PC is suspended or hibernated?

Sir, I bought my laptop in the end of October, 2019. It is brand new laptop. My laptop's model is HP laptop 17-by0xxx.
And yes sir, the problem occurs only when I turn on my laptop, only the first time. After unlocking, laptop works fine. I think it start happening after I updated my windows but after that I regularly check for the updates and many time the windows has been updated but it didn't resolve the issue of delaying of starting.

A delay that only happens when you first login is nearly always caused by items that are getting loaded during startup. Once those are loaded, they do not get loaded again so other restarts, like with hibernation, are a lot faster.
You need to bring up Task Manager (ctl-alt-del) look at the startup tab and experiment with disabling the tasks to see if any of those make a difference.

Sir, I tried disabling items from startup but it didn't help at all. Laptop is still taking time to start. Please, tell me what to do?
How can I make it start faster like it used to be. And also, I don't know if it is helpful or not but my Laptop has 12gb of RAM.

Since this laptop is less than a year old, I would not suspect problems with the hard drive -- which is the usual reason that it slows down over time.
Are you using a local login or an MSN login? The second requires an internet connection to work, so that will be delayed waiting for the network.
Once you have 8GB of RAM, any more will not make the laptop slower or faster.

The only other issue I can think of that MIGHT slow it down is running out of disk space.

In addition, I have found the utility Cleanmgr+ to have LOTS of options for removing Windows junk, including log files. I use it practically every day. You can get it from here: https://www.getclone.app/download/category/11-cleanmgr
