Excuse my language; y normaly speak dutch.
This what older notebook works perfect, exept the scroll-partion in the toutch board, after installing win10.
Momently, y work with a extended mouse, but y will install the original situation with the toutch board.
I have listen, there exist a solution for this. Please, can you help me?
Just to this moment, all my searches turn in a fall or difficult ways to a solution.

Hey there! @opabob,
Please share the product number of your laptop to assist you better.
Try the steps recommended below.
In the Windows search box, type TouchPad.
From the results list click TouchPad settings.
Click Additional settings.
Click the TouchPad Settings or the ClickPad Settings tab. If you have a Synaptics device, the tab includes the Synaptics icon.
You can adjust the TouchPad settings for scrolling.
Put a check mark in the check box next to scrolling to enable scrolling.
Also, put a check mark next to two finger scrolling to enable two finger scrolling.
Also, Try uninstalling the touchpad drivers from the device manager and install the latest touchpad drivers and BIOS using the HP support assistant.

If the issue still persists refer this article to know more information about using touchpad or clickpad. Click Here
Lastly, try running a touchpad test under component test on the PC and check if the hardware components on the PC are functioning correctly.

Your sollution, stops by when y must click the additional settings. This exist not in the choises.
I found in the device manager the solution to remove the Synaptic PS/2 Touchpad, but y don't risck to remove and install the New (witch one) driver, because on that moment there is not a mouse. Or may y use a USB mouse on the same thime?

I thinck, the issue is clear. Since y upgrade my notebook, a few yaers ago fron Win7 to Win 10, th right side of the touchpad (up douwn) to scroll dont work anymore. I have heart en listen that the problem is knew.
I try to insert a photo of the backside on the notebook for serialnumber and product. The etiket douwnside is as explain from the old Wyn system. The second photo is from the Bios.

Thanks for the update. And I'm sorry I was not able to get the pictures, just share the product number of the PC.
But did you try the steps recommended my previous post?
Perform Clean Boot
1.Press the Windows Key + R button, then type ‘msconfig’ and click OK.
2.Under General tab under, make sure ‘Selective startup’ is checked.
3.Uncheck ‘Load startup items‘ under selective startup.
4.Select Service tab and check the box ‘Hide all Microsoft services.’
5.Now click ‘Disable all’to disable all the unnecessary services which might cause conflict.
6.On Startup tab, click ‘Open Task Manager.’
7.Now in Startup tab (Inside Task Manager) disable all the startup items which are enabled.
Start HID service
1.Press Windows Key + R then type services.msc and hit Enter.
2.Find Human Interface Device (HID) service in the list and double-click on it to open its Properties window.
3.Make sure the Startup type is set to Automatic and if the service is not running click on Start.
4.Click Apply followed by OK.
5.Reboot your PC to save changes and see if you’re able to resolve problems with mouse scrolling.
Lastly, if nothing works try performing a complete system reset on the PC.

I've follow all your steps here below. After removing the existing driver for the touchpad ( was 19.0.12.98 from 24/08/2015) whith device manager, and innstall the latest touchpath driver ( no other choise for the type of my notebook) I have an older version ( 199,4 Mb - SP 72088.exe) from 2015 to, 19.0.12.95.
The ticket on my NB is:SERIAL :CNF015BQOK _ PRODUCT: VY128EA#UUG _ MODEL: dv6-215 osb - 64 bit.
When I let automaticly chearche on your site for the data of my notebook, I get:
HP Pavillion dv6-2150ca ENT - SERIAL: CN951C36N - PRODUCTNUMBER: WA785UA#ABC.
The right vertical flat on the touchboard( the weel on a traditional mouse) don't still work.

Enable Virtual Scrolling
Here’s another thing that you could try to fix the touchpad scroll not working issue. Enable Virtual Scrolling from the Control panel. Here’s how to do it:
Step 1: Open Start menu and type “Control Panel“. Click and open Control Panel.
Step 2: In Control Panel, you have to select the Mouse option. If you cannot find Mouse, it means the options show up as categories. Click on the Hardware option to find the Mouse option.
Step 3: In the Mouse window, go to the Pointing Device Properties tab. Here, click on the “Device Settings” option.
Step 4: From this window, select the “Virtual Scrolling” and “Long Distance Scrolling” options. Checkmark other necessary options to according to your preference.
Step 5: Now, select the Scrolling Region and point the area where touchpad scroll is available on your touchpad.
