I had the same message because I could not update my windows to the new version 20h2 or 21h1 and I was getting crazy, till a person in this community adviced me to update the bios for my laptop.

Please have a look at my case solved thanks to that advice, you will get the link to update the bios and solve windows update , if yours is a similar case, maybe the link for the bios could be different if your notebook model is different.This is the link of my question  with the solution I published few days ago, I hope it can help.Good luck.

Hi,

after the bios update you need to start the windows update again, did you check first which windows version is installed in your laptop?

Go to setting, then System than About, in there you will see which windows version you have, see screenshot at the bottom.If the bios is not well updated and you do not have the windows version 20h2 or 21h1  you will have all the time that message.I installed the windows update with media creation tool, please note that this windows update takes a lot of time , i did in 7 hours some people in more hours .

In this link below  , you need to click on download tool now,  and you will download the media creation tool, the only way I could update windows and when launching it you  need to select upgrade this pc at some stage.
