Recovery partition may be corrupt [software problem] or there may be some sort of a hardware problem with your PC. Please, run a F2 diagnostics to rule out a hardware problem (just in case) >> https://www.youtube.com/watch?v=6JXUp43ahHA
When the built-in recovery partition does not work for whatever reason, you will need to use a different method for recovery. These methods include clean Windows 8.1 reinstallation *or* usage of your own HP Recovery media *or* usage of HP provided recovery media
Since you don't have your own media [probably haven't created one in the past] , you need to purchase it. The recovery kit costs around 27 to 30 USD and this is the one for your PC model >> http://www.computersurgeons.com/p-24457-windows-81-64-bit-usb-recovery-kit-785699-001-for-hp-pavilio...

Thanks for the info.
I did run the hw diagnostics and found that he does not recognize the optics. My CD drive does not open and I think that its what was detect ( it just stop working one day). But ill by the drive and see how it goes. Question: could the optics mean something else?

This CD drive optics problem is not related to the recovery failure at the moment.

1) When you performed the F2 hardware diagnostics, did it find some problem or issues with your hard disk drive, or only with the optics (CD) ?
2) Please, do not use the F11 option anymore - you already have a recovery media. Sometimes the recovery media may also be corrupted but you should be unlucky to have both recovery partition and recovery USB corrupted. I will assume the recovery partition is OK
3) So, basically, you have entered BIOS F10, disabled Secure Boot ? Is this correct ?
3.1 ) Did you insert the USB pendrive and did you press F9 to boot from it ?
3.2 ) If you did, could you describe in details the entire recovery process, what you click and choose, any messages or errors ?
3.3) Could you take a few pictures from your camera/smartphone and post them back here ?
3.4) Could you describe the freezing ?
Once recovery is done, you should restart the PC and boot from the hard disk drive
Looking forward to your clarifications.
