after reinstalling windows drive c get into read mode and when I gave all rights to user or everyone and apply changes it pops up with an error error in applyiing attributes to it 

Eg: Windows error

        Program files error

         Programs(x64)

         User error

   I.e not a single files in the drive c can be removed from read mode

First of all, you should NOT be granting rights to anything -- as the default rights are the ones needed when the OS is first installed.  IF you start changing these, Windows will  stop working.

 

Second, it sounds like the reinstallation did not complete properly, so you need to do it over.
