Used F11 to access recovery mode. Got to command line entry. Tried bootrec /fixmbr with result successful.
Attempted bootrec /fixboot, result: access denied. How can I retrieve personal files before reinstalling Windows. One recommended solution was to create a bootable Puppy Linux USB drive to extract files. Great deal of confusion as to how to create and use that solution. Also, I AM able to access file backup in Recovery mode with a Directory folder tree format but unsure which files to choose and whether to compress files or not to. I have 2 new, blank 32G USBs available; one for backup files OR bootable USB drive Puppy Linux creation and another for making a bootable USB Windows 10 installation drive. I've been unable to proceed because of anxiety and indecision, in a panic over this situation. Can you PLEASE advise me on what steps to take.

There are several options to back up / extract your data.

You can back up any files you find important. Note that you copy/back up your files and not your programs. Programs (Applications) will need to be reinstalled eventually after recovery. You may back up
C:\Users\*yourname*\
Desktop, Documents, Pictures, Videos, etc......

With regards to Windows reinstallation:
After you back up your data, you may create Windows 10 installation media. Please, read the PDF file below and follow the steps

So, I was, able to backup my personal files. Got that done. Then I proceeded to try recovery of Windows 10 thru recovery management. After a long process of waiting while it tried to reinstall Windows, software, etc. ; I was disappointed by it reporting that recovery didn't complete the process. Process failed, maybe 2/3 of the way thru, I guess. Recovery incomplete. Now what do I do
to complete, process incomplete. Now, what do I do ?

It's nice to see that you are half-way done and that your data is safe now.
With regards to the Windows reinstallation and recovery, you may now create Windows 10 installation media. Please, read the attached PDF file (above in the previous post) and follow the steps (there) - it's called Clean Windows 10 installation.pdf
