This is likely a startup problem with windows. At worse your disk drive needs to be replaced.

When powering up the system, be sure to go into the BIOS setup and press F9 or whatever function key is used to set defaults.  Be sure to enabled secure boot and UEFI if not enabled.

Press F2 to run diagnostics.  Makes sure your disk drive and memory are ok.

Try booting into windows safe mode to do a startup repair

Since Windows cannot start then you need to enter Windows safe mode from outside of Windows

Hold down the shift key and turn the power on. If windows does not start in safe mode then read this article about safe mode. Skip down to 'Enter safe mode from outside windows. If F11 does not get you into system recovery then try turning the power on and off three or more times in a row.

Try startup repair.

If startup repair fails then do the restore point.
This video describes how to use a restore point. Ignore that it shows windows working. Clicking on "System restore" will bring up the list of restore points similar to what is in the below video.

If there are no restore points or the restore point is so far back that you'll lose a lot of programs then you need to bring up the device manager and see if you can fix the problem.

Find the device that has the error icon and try to fix it.

===if you cannot get into safe mode====

you can always do a factory cloud recovery.  Let me know what happens before doing the recovery

@Akiko2

If you cannot reinstall Windows on your notebook, you will need to replace the motherboard, and I would not put any money into doing that.

While there is a M.2 slot that supports a SATA M.2 SSD, that can only be used for additional storage.

The notebook will not boot from the M.2 SATA SSD.

Thank you so much for detailed information.  I was able to bring the Startup Menu option but when I select  "F11 System Recovery" option, it brings back me to the original error message screen.

I ran diagnostics, everything including disk drive and memory are OK.  I will try other things you have recommended.

Really appreciate your insights.

I used your serial number (thank you mod for not removing it) and was able to lookup the full specifications for your system.  You have a 64 GB eMMC drive that is soldered onto the motherboard and cannot be replaced.

If you passed disk diagnostics possibly(?) the drive is good and you can do a factory restore of the OS.

I assume the startup repair failed.

Go to the below site and enter your product ID including the 3 characters after the # character
you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

If the cloud recovery fails you could possibly boot Linux using a USB and run Linux from the boot USB drive.
