I just got a WD 1 TB My Passport Portable External Hard Drive. When I plug it in my Chromebook a message says "Removable device detected. Sorry, your external storage device could not be recognized." Then it has a place I can click that says Format The Device. When I click on that nothing happens. Please help. I'm not too versed in the technical aspect of computers.

You might NOT be able to use that.
The WDs used to have firmware to provide data protection that required a product to be installed on a Windows PC to allow you to then enter a password to access the data. If this is still the case, if your Chromebook is one of those using Chrome OS, you won't be able to install Windows drivers or apps.
You need to go online to WD and see what they suggest regarding using their product with Chromebooks.
