I have the same issue. My son had the computer and Windows Hello worked fine. He went with the 13" version and I inherited this 15" Spectre x360. I used the Windows utility to reset the computer fo my use. On set up the fist time Windows Hello failed saying it could not turn on the camera. Since then I have run the reset utility 5 times, updated drivers, deleted the camera in the Control Panel/System Screen, ran all the suggested fixes listed above including clearing the TPM in the BIOS.
When I do a reset or major update, the first time I try and set it up, the white and red lights come on and flash mutiple times before disappearing (And then tell me it cannot access the camera). A subsequent run only shows the white light briefing before I get the camera error.
Any other ideas?

So I just had the same issue and accidentally stumbled upon the fact that camera setting is disabled in privacy settings.
Go to start menu => Privacy => Camera => "Allow apps use my camera hardware" => switch to on
After that, i tried to set up windows hello again using the IR camera and IT WORKED!
so I think that the reason why this problem keep resurfacing when there is a windows update is because some updates tends to reset privacy settings among other things.

I have had this problem with my Spectre since day one, I have tried a lot of things, what allways seems to work for a while is re installing the driver, but it allways stops working after some days, so now I have tried your fix, it seems to do the trick! Hope it works tomorrow as well, Thanks!

Hi,
It turns out mine was solved with a simple driver install that does not show up in the HP list of drivers for my machine. After a month of unsuccessfully trying every solution posted, Microsoft add this driver to my update queue. After installaion, it now works great. I had never seen that driver before.
