I have a hp Pavillion laptop I bought about 6 years ago and I am trying to factory reset it but it stays stuck at 19% and then when I reboot it then windows reinstalls and it says it couldn't remove all my data   I want to reset to factory.  How can I do this?

WHY are you trying to factory reset it? If it is because it is running real slow, or apps are failing to launch, those indicate a failing drive and since the reset needs to reinstall Windows to that same drive, it is always going to fail, and it the process, can trash the PC, making it unusable.  And then, you have to replace the drive and will not longer be able to use the built-in recovery program because the data to use that stays on the old drive.
