I tied a Factory Reset. Used the CD HP lets you create. I got up to:
Recovery Manager
Restoration Incomplete
Please select on of the following buttons.
Save Log - Details - Retry
In the back the system has a Command:
C:\Windows\System32\CMD.EXE
The system cannot find the drive Specified.
I Restart and get to the login screen as Administrator.
The computer crashes,
Restarts.
It will go back to the recovery manager and do the same thing.

I gave up and used a Windows 10 Install disk.
I installed Windows from scratch. I had to find all the drivers from HP. Update Windows 10 to 1803 20H2.
Took me days.

I sent the laptop in to HP for repair. It is under extended warranty.
Start Date March 05, 2020
End Date March 04, 2023
I got this reply from HP Service Support:
End of Service Life | Non-Serviceable
According to PN: ******* SN: ********** received, this product is no longer supported due to EOSL (end of service life), meaning there are no parts available to service this machine.
Since we are unable to complete the necessary repairs, we will be returning this machine back to you unrepaired.
We apologize for this inconvenience.
NEXT STEPS:
Once your unit is repaired, you will receive a notification once it is in transit.
I asked for a replacement laptop or a voucher to get another one.
They have not replied.
