Sorry, but I don't know what "it" is that won't open anything.
I asked HOW you did the reset -- please answer the question.
Also, I need to know exactly what happens when you reboot the PC -- not what it does NOT do.

Easy tiger!! ‘It’ is clearly the computer and I did a factory reset saying yes to clearing files, drive and settings. First time I’ve done it so would need to see each command again to know exact what I did! No users on it but managed to follow a YouTube video to set up administrator via safe mode, but no icons except recycling bin which says ‘an attempt was made to reference a token that doesn’t exist’… bit like our solution 😎🤷♀️

I asked for details because folks here say they did a Factory Reset all the time -- with no clue as to what that means.
If it had worked properly, when it finally ended, you would have rebooted and been back into initial setup -- same as it did when you first turned it on and created an account.
IF it did not do that, the reset failed before completion -- and that is usually due to a failing drive.
So, if you did not already run the HP diagnostics to check that, then follow the instructions below:
If your PC is new enough to support UEFI, you can use these steps to test the HDD (Hard Disk Drive): http://support.hp.com/us-en/document/c00439024
If not, to check the HDD you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.
If the drive checks out OK, then report that and I can provide you options for reinstalling Windows on your PC.
Please note that if your model has an SSD instead of an HDD, these diagnostics might not work properly.
