If pressing F11 does not invoke the recovery manager, it means that the previous owner  probably deleted the partition.

That means that factory image recovery could only be done with either the recovery disk set or a USB recovery flash drive.

Is there a Microsoft activation key sticker on the notebook that is still visible?

Kindly look on the bottom of the notebook in the tiny print for a ProdID code and post it here in your thread.

DV8 is not enough information to allow any of us to find any reference material on the notebook.

I hope the price was seriously cheap.

I would not purchase a notebook without a working OS and a password without discounting the lack of those very heavily into the actual purchase price.

Is it possible to restore recovery partition on the laptop HP Elitebook 1040 g3 or re-install windows with all installed software by the default - like after factory reset? Unfortunately, I have no external recovery disc. But I have a working Windows 7 system on my laptop and a serial number of windows 7 on the bottom of the laptop.

No.

If the recovery partition exists or you have a recovery DVD set or the  USB recovery flashdrive that would be possible, otherwise it is not.

I checked around the internet and it does not appear that the recovery usb flash drive is available from vendors or from HP.
