I ran into this same issue on a Win11 desktop a few weeks ago whenever I double- clicked a text file to open it.  I was using Windows Notepad by default. I researched this and the "solution" was to reinstall Notepad -- which I did, more than once.  I even copied it from other PCs, ones that were not having this issue.  I then did some online searching and found an alternate non-MS app that did the same thing and started using that.  Later, I did a Repair-Install using a Windows ISO file I downloaded from MS and the problem went away.  Since you are using an OEM PC, that is not a simple option for you.

From your screenshot, the default app you are using to open pictures is having this issue, and you need to find out which app that is and then go online to find an alternate app to use.  IF it an app that you bought, not an MS-supplied app, you could try re-installing it, and that might fix it.

Good Luck
