Ran HP Diagnostic Startup Test and got this Failure ID: GGAAFU-8AEBG2-MFH14J-C09M03

What does this mean?

According to the failure code, it appears that your notebook's battery needs to be replaced.

Thank you for confirming my suspicion.  I was trying to restore the laptop to factory settings to give to my grandson.  Laptop had sat for two years.  Recharged the battery, but encountered Boot failure.  HP diagnostic Startup Test failed with the noted Failure ID.  Tried multiple workarounds, all same result.  Curiously, the laptop actually runs, at least ran some tests, solely on the battery; which seemed like a contradiction to the initial "failed" battery assessment.  Oh well, at least the batteries are cheap now.  Again, Thank you.

You should be able to run the notebook with the battery removed and just the power adapter connected.

 

If the PC won't turn on that way, then there may be another issue.
