The hard drive has failed, or is about to fail, needs to be replaced, and the operating system reinstalled.
If you can still boot into Windows, back up any files you need to save onto a portable hard drive.
Below is the link to the service manual, where you can find the hard drive removal and replacement procedure.
You may want to consider replacing the 2.5" mechanical hard drive with a better performing 2.5" solid state drive (SSD).
Chapter 1 of the service manual indicates that your notebook has a M.2 slot that supports NVMe SSD's so you may want to install one of those instead, as they are even faster than a 2.5" SATA SSD.
After you replace the drive, you can use the HP cloud recovery tool with another PC running W7 64 bit or newer and a 32 GB USB flash drive to create a bootable recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.
