You will need to install a new hard drive and reinstall the operating system.
Below is the link to the service manual, where you can find the hard drive removal and replacement procedure.

You're very welcome.
I recommend that you replace the 2.5" mechanical hard drive with a better performing 2.5" Solid State Drive (SSD).
Your notebook may also have a M.2 slot and you could install a M.2 SATA SSD in the slot instead of buying a 2.5" drive.
The performance would be the same though.
As far as Windows...the product key/license is in the BIOS so you don't need to know the key to reinstall W10.
You can use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook on the new drive.
Here is an info link for how to use that utility...you will need to have access to another Windows PC running W7 64 bit or newer and a 32 GB USB flash drive.

Hi:
You don't have to change the boot order.
With the flash drive in the PC, turn on or restart the PC.
Press the ESC key right away to get access to the menu of options.
Select the F9 boot options menu, and from that, select the W10 USB installation flash drive, and press the Enter key.
The PC should then boot from the W10 installation flash drive and begin to load the setup files.

It should look like this...why it isn't, unfortunately I would have no idea.

Boot into the BIOS (Esc, select F10).
If legacy mode is disabled, enable it, save the settings and see if you get some boot options in the Esc>select F9 Boot options menu afterward.

If an EFI DVD or EFI USB flash drive show up afterward, boot from one of those as applicable.
If not, you will have to install W10 from one of the legacy boot sources listed.
