For a few weeks now my laptop would occasionally have a sort of signal static with the HP logo slightly visible, this would only happen when left unattended. Today when I started it up, the usual HP logo was visible, then almost immediately it went black, it would repeat this 2-4 times before showing me that same static at which point I'd just have to force restart it.
I've already tried starting in safe mode, which would yet again show the static, I ran multiple extensive tests through the bios, which all came back as passed, despite having been on loop for roughly 5 hours, and nothing else seems to be working, along with this I've attempted a complete power drain to no avail.
I've already attempted to reset whilst keeping all files, however this didn't work, so it seems my only option is to attempt a complete factory reset, unless anyone has any other ideas I could try?

What you are calling "static" is most likely a failing laptop screen -- and since that is hardware, all the things you have done, which are basically software, would (as you have found out) have no improvement on that.
Did you run video tests and did they pass?
